Drive south on Avalon Road past the Horizon West Town Center and you will pass a dozen gated entrances that all start to look alike. Winding Bay is the one people tend to notice late — usually after they have already toured Independence, Summerlake, and Waterleigh and started wondering whether there is anything left in Winter Garden that has not been picked over. There is, and it is worth a look.

Winding Bay is a newer pocket of Horizon West inside the 34787 zip code, built out roughly between 2019 and 2025 by K. Hovnanian Homes and RockWell Homes. It is small enough that most buyers have never heard of it and large enough to have real amenities, real resale activity, and a genuinely different cost structure from its better-known neighbors. Here is what matters if you are considering it.

Where Winding Bay Sits in Horizon West

Geography drives almost everything in Horizon West, and Winding Bay's position is one of its stronger selling points. The community sits in the Avalon Road corridor of southwest Orange County, which puts Walt Disney World roughly ten minutes away, the Horizon West Town Center and Orlando Health hospital campus about the same, and downtown Orlando or MCO in the half-hour range on a normal day.

What you get in exchange for being tucked back off the main road is quiet. Winding Bay is not a pass-through neighborhood — the traffic inside is residents and guests, not commuters cutting to the next village. If you have toured communities where the main boulevard doubles as a shortcut, you will feel the difference within a minute of pulling in.

Amenities lean practical rather than showy: a resort-style pool with a poolside cabana, a splash pad, a playground and tot lot, an open playfield, a picnic area, walking paths, and separate fenced dog parks for large and small dogs. Three ponds break up the layout and give the walking loop something to look at.

The Builder Mix and What It Means for Inventory

Two builders shaped Winding Bay, and knowing which section a home came from tells you a lot before you walk through the door.

The K. Hovnanian sections include both single-family homes and townhomes, with the townhome product concentrated in Winding Bay Preserve. RockWell Homes built a run of single-family homes in the 1,970 to 2,400 square foot range, generally three to four bedrooms. Across the whole community, homes span roughly 1,880 to 4,300 square feet, with floor plans running from three bedrooms up to five.

Because build-out finished recently, nearly everything trading now is resale of a home under seven years old. That is a meaningful advantage. You are looking at newer roofs, newer HVAC systems, and newer water heaters, without the price premium or the six-to-twelve-month wait that comes with buying from a builder in an active section elsewhere in Horizon West. It also means inventory is thin — often a handful of single-family listings at any given time, with a wide spread between the entry-level townhomes and the largest lakeview homes. Recent activity has ranged from the low $400s on the townhome end to north of $1 million at the top.

The Monthly Carrying Cost Nobody Quotes You

This is where Winding Bay separates itself, and it is the part most buyers do not think to ask about until the closing disclosure lands.

Much of Horizon West is financed through Community Development Districts. A CDD assessment funds the infrastructure that made the village possible — roads, drainage, utilities — and it shows up on your annual property tax bill, commonly adding somewhere in the range of $1,500 to $2,500 a year at communities that carry one. It is not part of your HOA dues, and it does not appear in the listing's monthly-payment estimate.

Winding Bay has generally been marketed as a no-CDD community, and HOA dues sit in a modest range — roughly $50 to $215 a month depending on section and product type, with the townhomes at the higher end because those dues cover exterior maintenance, lawn care, and irrigation. If that holds for the specific address you are considering, the effective monthly difference versus an otherwise comparable CDD community can be well over $150. Over a seven-year hold, that is real money.

The caveat matters as much as the headline: assessments can vary by phase and parcel, and marketing material is not a tax bill. Before you write an offer, pull the actual Orange County tax record for that parcel and read the HOA estoppel. Schools, Commutes, and the Weekday Rhythm

Winding Bay has generally been zoned for Water Spring Elementary and Water Spring Middle, both roughly a mile and a half away on Water Spring Boulevard, with Horizon High School serving grades nine through twelve. Orange County Public Schools redraws Horizon West boundaries as new campuses open, so confirm your exact address on the OCPS boundary tool rather than trusting a listing sheet.

On commutes, be realistic about the direction you travel. Heading toward Disney, Celebration, or the 429 south is easy. Heading north on Avalon Road toward Winter Garden Village or the 429 north during the 7:30 a.m. window is slower than the map suggests, and school-year traffic tightens it further. Spend one weekday morning driving your actual route before you commit. It is the single most useful hour you can spend in this part of Orange County.

Who Winding Bay Fits, and Who Should Keep Looking

Winding Bay tends to work well for buyers who want a nearly new home without construction timelines, who value a lower fixed monthly carrying cost over resort-scale amenities, and who like being close to the Disney and Horizon West job corridors without living on a main road.

It is a weaker fit if you want a large clubhouse with a fitness center and event space, if you are set on a golf-course or Butler Chain lakefront lifestyle, or if you need a wide selection to compare on any given weekend. Inventory here is genuinely limited, and buyers who need choice will get frustrated. In those cases, Independence, Hamlin, or the Windermere side of the market usually serves better.
